DATELINE GULF BREEZE, FLORIDA, JANUARY, 2000 South Santa Rosa Utilities (SSRU), operated by the City of Gulf Breeze, was under a consent order by the Florida Department of Environmental Pollution to upgrade their treatment plant at Tiger Point.
SSRU contracted with Baskerville-Donovan, Inc., consulting engineers in Pensacola, Florida, to design and bring to bid this project. The design was for a mirror image of the existing plant; therefore, creating a new plant that could be brought on line and operate while the existing plant was drained, refurbished, and modified to match the new. Each plant (or train) would be capable of handling one million gallons of wastewater per day, meeting the Advanced Wastewater (AWW) guidelines for reuse of five (5) parts per million of BOD (biochemical oxygen demand), five (5) parts per million of TSS (total suspended solids), 3 parts per million of nitrogen, and 1 part per million of phosphorus: 5-5-3-1 for short.
J & P Construction, working with U.S. Filter/Davis Products which functioned as a subcontractor and as a supplier of equipment, built a new plant, new head works, and refurbished the existing plant. The new head works consists of two rotating screens to remove rags and debris and a Teacup for grit removal.
The completion of this work brought the Tiger Point plant into a total project design of two million gallons per day of high level treated effluent. The effluent is distributed over golf courses, public area, and a new subdivision. The reuse objective set forth by the City of Gulf Breeze was therefore complete.
